Quite simple, I would have thought! Office-wallahs (including most senior officers) must go. There are, of course, some who seem to be office-wallahs but are nevertheless cops, (e.g. Detectives) and these are clearly acceptable. However, the topmost ranks need drastic surgery, as do all diversity trash. No need for any ‘street’ cuts IMHO!
It means what it says, I guess (but that doesn’t mean that it’s a correct belief).
It means the source of the quote may be a tad out of touch with reality.
It means that they’re using words they haven’t considered the meaning of.
It means they don’t really understand what front-line policing actually is.
What it means is that whoever said that has likely never patrolled the streets in the hours of darkness (or any others). They have no idea what your job really entails, and no willingness to find out.
If they really believe that there won’t be frontline cuts, then I have a bridge I’d like to sell them.
